Saharanpur plots: what to verify before you pay

Plots along the Ganeshpur–Biharigarh stretch near Saharanpur are quoted in square yards, not square feet, and are listed in bands from around ₹95 lakh to ₹210 lakh for roughly 272 sq yd. Before any of that matters, the paperwork does. Plot buying has a vocabulary that sounds settled and frequently is not.

"Provision for" is not "connected"

Read these two descriptions of utilities, both from real listings on the same stretch:

One records provision for water, electricity and drainage connections.
The other records an underground electric cabling provision, a piped water supply connection, and an underground drainage and sewerage line.

Those are not the same claim. A provision means the layout is designed to accept a connection. A connection means something arrives at your plot. Ask, plot by plot:

What is energised today, at the plot you were shown — not at the entrance gate.
Who applies for each connection, and who pays the deposit and development charge.
If it is not live, what is the committed date, and is that date in the agreement.

"Clear and marketable title" is a representation, not a verification

One of these listings records a clear and marketable title. That is the seller telling you their position. It is a reasonable thing for them to say and it is not diligence.

What diligence looks like:

The title chain, ideally thirty years, examined by your own lawyer — not the seller's.
Encumbrance certificate from the sub-registrar covering the same period.
Mutation and revenue records in the current seller's name, matching the plot you are buying.
The approved layout, and confirmation that your plot number exists on it in the same dimensions.

Land use is a separate question from ownership

One of the two developments records its zoning as residential. Zoning is what you may build; title is who owns it. Both can be true and unrelated, and a plot with clean title in the wrong zone is still a plot you cannot build a house on.

Ask for the land-use certificate and the approved layout, then check them against the revenue record yourself. If a listing does not state the zoning, treat that as unanswered rather than as agricultural or residential by assumption.

What is on the ground

Both developments record demarcated boundaries and internal roads; one specifies a boundary wall or fencing and levelled, construction-ready plots with paved internal roads. Walk it. Take the layout plan. Confirm the corner markers physically match the plot number on the paper, because a demarcation that exists on a drawing and not on the soil is the most common surprise in plotted developments.

Connectivity, for what it is worth

The stretch sits at Ganeshpur toll plaza with Delhi–Dehradun Expressway access, and Saharanpur railway station and NH-73 within the local network. One of the two developments records views toward the Shivalik hills. Shared facilities recorded across them include 24x7 security, power backup, a clubhouse, swimming pool, gym and landscaped gardens.

Those are reasons to like a plot. They are not reasons to skip the four documents above.
